Traf­fic Cli­mate in Ger­many 2019

Once again, the Insurers Accident Research (UDV) conducted the representative survey "Traffic Climate in Germany".

In addition to the regular questions on the perception of safety in road traffic and traffic behaviour, additional questions were asked about changes in the perception of safety and traffic behaviour caused by Corona as well as driving behaviour of senior drivers aged 75 and above.

A total of 2,080 people were interviewed nationwide at the end of 2019, 437 by telephone and 1,642 online. After the corona lockdown, 1,300 people were surveyed again (online only).


  • The majority of respondents feel safe or very safe in road traffic. During the Corona pandemic the proportion even increased slightly.
  • Acceptance for restrictive road safety measures is high. Three quarters of the respondents are in favour of a zero alcohol limit for driving, almost 50 percent of respondents are in favour of a speed limit of 130 km/h on motorways, and just under 50 percent are in favour of a speed limit of 80 km/h on rural roads.
  • Concerning traffic violations various developments can be observed since the first survey in 2010. Meanwhile, 93 percent of respondents say they would not drive under the influence of alcohol, although the perceived probability of detection has decreased since 2010. Cyclists and pedelec riders are more likely to say they disobey red lights compared to 2010. There are no changes in behavioural intention and perceived probability of detection for speeding offences.
  • Aggressive behaviour in road traffic is closely linked to traffic violations, such as tailgating in order to prevent a vehicle from pulling into a lane. Such behaviours are reported surprisingly often and observed even more often in others.
  • Smartphone use while driving is rated by the majority of respondents as very risky. Nevertheless, useage has increased in recent years not only for young driver but also adult drivers.
